Allow purchasable field notes

I won't go on a tangent on what field notes specifically, so I am saying this as a whole and just offering a suggestion. Also, for those who have already completed it- awesome job!

-Allow players who have seen a fate/ fight in question to buy the field notes from the historian using coins or clusters.

-Players who complete the fate/CE have a pile of notes collected along with other loot, and turning them in completes a single field note.

I have lag and latency issues especially in the evenings, and have attempted the duels a few times, but my net gets the better of me.
