Possible Bug, need clarification: #12 Dyunbu Field note drop

Frequency: Always/ Every time I enter Bozja & run the Dyunbu Skirmishes: For absent friends, No camping allowed & Brought to Heal. Her Field note does not drop. There is something critically wrong with her drop rate.
World name: Sargatanas
Character name: Y'samira Nulah

NPC name: Dyunbu pyr Potitus

Party or solo: Both
In-game time: 3:30 a.m.
Area and coordinates: Bozja- Coord: (28.6-26.1) (14.3-18.2) (14.3-18.2)

Steps: Enter Bozja instance.
Only farm Dyunbu skirmishes until lock out.
Go back into new instance, farm only Dyunbu until lockout then go back into Bozja to farm only Dyunbu until lockout.
