Is your mailbox possibly full? You can only receive 20 messages from Square Enix (on the 2nd tab of the mailbox). So if you have some previous messages there then you may need to delete some to make roon.
I bought 3 items several hours ago and have yet to receive them, and my mailbox is 0/20...so not even close to full. ;) Couldn't be any more empty.
Try clicking the refresh button on the mail moogle. It'll be right next to the page icon that says "Sent letter history". Select "Reward/Purchase delivery request". Optional items can take up to 72hrs after the purchase is made. If it's showing as PENDING on your bank account, that has to go through first before it'll push the item to your account. My 8-person whale mount (and 3 minions I bought) the day it was available, didn't show up in my account for a couple days due to the PENDING statement in the purchase on my bank at the time.

I advise to make sure there is space in the inventory and the mail box in order to receive the items. If you still do not receive the purchase items, please reach out to a Game Master in game.
