What is the quest prerequisites for Dues Ex?

I'm a level 50 archer, and it's not showing up from the NPC did I miss a step, or must I first beat mog/Ifrit on hard before I can fight him or something?

Do you have the max GC rank? Perhaps that's the problem

Storm Sargent Third Class can do the quest, do you have the rank?

I don't. It might have something to do with it. Who knows?

However i never finished that quest (even though I'm Flame Serg. Third Class) and that quest is not showing up...

I don't recall ever doing that quest, but I've done the quest it unlocks "Gore a Lizard Hurry", so I must have done it. Still despite that, I STILL don't have the Careless Whisper, so...
