LV 30 GIFT NOT FOUND

hello! i talked with my guild and they said that upon reaching lv 30 with your first toon, there is a gift you recive to your mail that gives you some more free time to play and Gils. days passed, and im currently lv 30 and still didnt recive any mails with that, am i missing something? is my first toon and i started playing only 14 days ago

I'm pretty sure that's only for new characters that meet population balancing criteria as an incentive.
