Timeworn Artifact Drops in Palace of the Dead

Area and coordinates: Palace of the Dead levels 51-100
Steps:
1. Enter Palace of the Dead as a Class (No Soul Crystal equipped)
2. Complete Palace of the Dead
3. Find that no Timeworn Artifacts drop over the course of approximately 30 runs. (I've seen an estimated 20% drop rate. The probability of this occurring over that number of runs is 0.1%)
4. Equip Soul Crystal and gain Timeworn Artifact shortly after, realizing there is probably an issue with either under level 30 classes or Soul Crystals being required to acquire Timeworn Artifacts

Looks like my luck was just that bad, or Lancer specifically was broken. Just got one as a lvl 23 Archer.
