Been trying to do the level 50 alchemy quest and the thing keeps locking up the entire time. Has anyone found a way to get past the issue?

Unfortunately this is a serious bug but SE are aware of it (there's been multiple bug reports made about from other players and SE moved them to the 'Accepted Bugs' section of the forum, so they're clearly working on fixing it), hence all you can do really is unfortunately just wait for them to work on a fix and introduce a bugfix in an emergency patch.
As far as I was aware, there was no way of skipping cutscenes you haven't already viewed (previously viewed ones you can simply hit enter/confirm and bring up an option to skip it), so sadly all you can do is sit tight and have patience - they know about the bug and are working to fix it. -

Supposedly here if you can bring up the Skip Cutscene fast enough you can skip it and get through it.

Click Accept for the quest then start hitting ESC as soon as the screen fades to black followed by your Confirm keybind (which is usually NUM 0) rapidly a couple of times as soon as the "Skip cutscene?" prompt appears. Don't hit ESC too rapidly or you'll escape out of the prompt before you can hit your confirm.
You need to do this while the cutscene is still loading and before it starts actually playing. If the cutscene starts playing, you'll be stuck even if you then hit yes to the prompt (you'll end up with a black screen with the loading cursor and your character's footsteps repeating endlessly). Once you're stuck, the only way out is to force exit the game then log back in.
