Stuggle with Capelin fishing post 5.4

I'm not sure if I'm just SUPER unlucky or what but I don't think Capelin fish spawns at all post patch 5.4. I am in the middle of going through my fishing log and trying to catch 1 of every fish for the Resplendent Fishing Rod. However I keep coming back to the Capelin Fish in the Clearpool fishing hole in Coerthas Western Highlands. I show up between 12am and 6am and I just cannot seem to get this fish.

So a bit of back story. Prior to patch 5.4, Capelin required Purse Web Spider or Brute Leach; as well as Fish Eye active. In patch 5.4, Square changed Fish Eye and changed the base bait from Purse Web Spider to Stonefly Nymph. I have tried all three fishing baits, with and without Fish Eye and I just cannot seem to get this fish. I'm wondering if others have gotten this fish post 5.4 because having gone through 5 windows with no bite seems ridiculous.

Nevermind. It seems I did not have the Ichthyological Folklore books learned for Heavensward (even though I started in Heavensward I never got into fishing until Stormblood).
