Summoner's spell 'Egi Assault' does not effect the spell speed stats

As the title shown, Summoner's spell 'Egi Assault' does not effect the spell speed stats
I have 926 spell speed and the regual GCD is 2.44s
but the 'Egi Assault' charge time still at 30s, as its belong to spell, it should at 30*2.44/2.50 = 29.28s
