Job/Class Abilities not changing on cross bar?

Going from Monk to Fisher, and it keeps monk abilities when holding a fishing pole. We've looked up other how tos, unable to make anything work. Tried resetting HUD, sharing and not sharing cross bars, defaulted all of those again, setting new gear sets, deleting them, etc. Not sure what is happening.
