I googled how to dive and it said to use Ctrl + spacebar for PC, which is what I play on.
When I do that, I jump up a little bit off the surface of the water but do not go under it at all.
As all of you who have been to The Azim Steppe know, there is an aertheryte underwater at (28.6, 16.2).
Is this aetheryte accessible? And if it is, how do I get to it.

...I think you mean the Ruby Sea, the story will take you to Tamamizu. It's technically underwater but you get there from a passage in the MSQ, you don't unlock underwater exploration until you've reached Tamamizu.
It's meant to intrigue you like that, and of course you will get there before long.
