Implement Spam Filter for the Novice Network

There has been a problem happening on and off for months where a bad actor or bad actors are creating new characters, joining the novice network of particular server, and spam a message before quickly switching to another server. Often time this message is vulgar and severely offensive.

As a mitigation to this, it may be desirable to implement a message timeout, similar to what is implemented in /yell chat, such that the spam is reduced. I think this is a common sense measure that can still be useful after this problem is (hopefully) gone and since it is already implemented in a different form, reduces complexity of the implementation.
