Pretty much EVERY website says that quest is available after completing the MSQ quest "Stormblood" but that quest has long been completed yet I DO NOT have that quest available nor do I have access to Eureka. In fact, I have completed all of Shadowbringers quest including Futures Rewritten.
I have checked all my completed quests and the quest in question is NOT already completed. It is NOT in my pending quests either.
The NPC who issues the quest in Rhalgr's Reach does NOT have the quest for me.
Another quest that I SHOULD have access to is the one for Sea, Stone, and Sky for Shadowbringers. I have completed both "A Striking Opportunity" and "Another Striking Opportunity" yet I was NEVER given the quest for the Shadowbringers one. The NPC in Kholusia that is supposed to give it to me DOES NOT have the quest for me and the quest is NOT completed nor is it pending.
My brother-in-law has access to both these things that I have mentioned but despite the fact that we both meet minimum requirements, only I do not have access to either of these.
Since I am having the issue and my brother-in-law is not. It seems to be a character and/or account issue.
Does anybody know what the problem could be?

Not gonna lie to ya on this one, but ensure you're not in New Game+ mode. It walls stuff off. I thought something was borked a ways back, but like. It turned out i was in New Game+ and forgot about it.
That was with the new stuff and i couldn't interact with the npc's at X-coordinate. Sounds like the same thing. I think it's in either the log menu or duty. If it says "Suspend", you're definitely in New game + mode, in which case whack it. Should sort it clean out.
I thought i goofed something up when that happened to me, Hopefully that'll help. It wasn't really mentioned in the patch notes. So it's a clear oversight in which case. -

Thanks for the INVALID answer :( . I am NOT in new game+. Never have been. Don't use it. I have NOTHING labeled "suspend". I have literally ONE quest pending and that is Hw Anima.

Are you absolutely sure you didn't already complete the quest, or drop it somewhere? You can check that in the 'Side Quest' menu for completed quests under 'The Forbidden Land, Eureka'. It was a pretty short quest that gave you access to Eureka, with no further quests to complete.
I assume you've already completed the quest "A Striking Opportunity", which is a prerequisite for the Stormbringers quest, although your post didn't say that.
Also, a hint. "Thanks for the INVALID answer" is not a good way to answer someone who, with as little knowledge as you provided, attempted to help. "Thanks, but that wasn't it because ..." is a better answer, and encourages others to want to provide other answers. I almost didn't want to provide further information because your answer came off as snide. -

I am 100% sure that I did not complete the quest. I checked ALL side quests completed in the journal and those are NOT there.
And I DID say that I completed a striking opportunity AND Another striking opportunity. Please read my post in its entirety. -

Does Galiena in Rhalgr's Reach still have other quests for you? I'm not sure but maybe you need to do her previous two quests before she gives you the Eureka one.
Also it may be worth travelling to Pier 1 in Kugane and see if you can already enter Eureka. Just to make sure as it's very easy to overlook a quest in the journal.
