Gunbreaker low level AoE

Could Gunbreaker get a low level AoE cartridge spender that becomes Fated Circle? It's kind of annoying to build cartridges but have nothing to spend them on except single target moves at low level.

Here is to hoping every tank job has a AOE combo before lvl 50

What, do you not like Dark Knight only having unleash up till level 72? (my second most played tank).
