Firmament NPC bug: Hanging guy not visible

Area and coordinates: >The Firmament (8.0, 11.1)
Steps:
1. Go to Hoarfrost Hall in the Firmament
2. Climb up to the highest portion
3. See this:

Seems like he/she should be dangling off the windowsill just above the other NPC. Right now I just see a speech bubble coming from inside the masonry.
