Data Center: Crystal connection "Poor".

I recently moved from Aether to Crystal Data Center and noticed that my connection is always rated as "poor" upon choosing my character, meanwhile it's "excellent" on Aether. Is it normal to have better connection on different data centers on the same region? I'm lagging like crazy and even get disconnected despite my internet being top notch.

Any recommendations?
