Timeworn Artifacts and Loathsome Memories

They don't drop from Syrcus Tower or Delubrum Reginae if you aren't on that quest step, even if you're on a 2nd or later relic.

Why? You'd still be the running the content and filling queues. Maybe instead of running 15ST and 15DR, I want to swap every few runs. Maybe I want to do my DR weekly or my roulette, but I'm losing time if I do this.

Once you unlock that quest, the drops should be always active.

You can have each step of the relic quests active at the same time using different jobs

This, even if you don't intend on getting every relic to the end stage. If you have each quest active for a different job, you can collect all the memories, and then when you're at the right stage for the job you want to progress, you abandon the quest and pick it up again for the job you want and immediately hand in the memories.

You can also stock up on the memories and artifacts as long as you don't turn in the quest.
