Why are fates no longer 100% chance to get a memory?
I'm really not looking forward to doing 51 alliance raids for every weapon I want to upgrade.

I'm curious about this myself, honestly. I spent some time Fate grinding in Azim Steppe last night and walked away with 2, but I probably did close to 15-20 fates in that time. Could be worse, like atma pre nerf worse, but it could be better. What I plan to do is queue up for a HW or SB raid, and run fates in for the memory I'm not currently queueing for. Currently sitting on 2 of each before I went to sleep, so it's not working out too badly. I'll get back to it after I finish my roulettes for the day.
It took me about 20 fates solo to get my first memory.. about 30 min. Waiting in queue for Rabanastre almost 50 min now.
People arent doing fates, people arent running the HW/SB raids... this is going to be a long grind because you're at the mercy of 23 other people.
Heavensward fates were never the fastest way to get the memories in the previous step, despite being a 100% drop. If they've made it less than 100 in those fates it could be an attempt to nudge players into the ways that were always faster in the first place.
Yes they were. If RNG was on your side you might have been able to complete a little less than half of the relic inside Bozja in the time it took you to do the required number of Fates. The drop rates in Bozja are pretty terrible. This time the drop rates are 100% in old raids while Fates outside of Bozja got the Bozja treatment, though my experience so far has been slightly better this time around.
Wait... for the new Relic Steps FATEs aren't 100% drop?
Are the old ones (Tortured, Sorrowful, and Harrowing) still 100%? I'm trying to at least get all of those Relics to Recollection statistic as I want them to glow.
No, they weren't faster. The farm method in bozja was to form a cluster farm party and split the group amongst the 3 zones, everyone focusing on solely killing mobs for the clusters. The additional drops of the memories being a bonus and often taking about an hour for all 60.
To help all the new and returning players after the stream happens on the 5th of course. PoTD doesn't seem so random when you think of it like that.
Also up to date players that don't do extreme or savage just got their current tier tome weapon a bit ago which is still 7 weeks normal timegated and 1000 tomes to buy. Doubt they want to make these too quick to get because of that.
Personally I think the previous step was already way delayed significantly so it ended up not as bad. It was like 8ish months into the tier at that point and at the tail end of a catch up patch. Not much point in making a brutal grind for that as it had a life span of another 2 months remaining before being potentially trashed by a crafted weapon.
