Party Member(s) have withdrawn. Would you like to proceed anyway?
[Yes / No]

If >50% voted Yes, then duty will start anyway.
If <50% voted Yes, then everyone goes back to the queue.

Then once we are inside, system can continue to find replacement, as we proceed to clear trash, etc.

Sounds good in principle, but also sounds like it could be tricky to implement.
I wouldn't be surprised if there's a lot of trouble running a vote for people across multiple worlds.
Plus, what if 46% voted no, you all enter, and then they all leave?

In the time it takes for these people to vote (or ignore the vote entirely) for a "go ahead" you could also just finish the queue.

I play at irregular times of the day, so during those times, returning to the queue can happen over 4-5 times because of just 1 member missing, and add 15-20 more minutes of waiting.

If you play at irregular times for your data center, perhaps play on a different data center where prime time would align with your schedule?

If there aren't two more DPS waiting to hop into that queue as soon as the first ready check fails, then surely you run the risk of them not having joined by the time you reach the boss anyway.

Also do you even get to join alliances in progress like you do for dungeons? I've never seen it happen. Could just be a matter of nobody dropping out of course, but the parties seem to be coded a little differently, like you can't go in undersized without three parties of some description.

Sometimes that 1 minute turns in to 40min waiting. Which sucks since raid could be finished in that time few times over while waiting that one dps

Yes, you can join them in progress. It's not very common since 90% of the time you get the CT raids anyways, and RARELY if ever do people leave those due to how "brain dead easy" they are(yet there are still wipes because people forget to think about anything). If you happen to get into any of the other ones, there is usually a higher chance of someone leaving and there being a replacement...as long as the leader actually searches for new people.
