I believe it should be "You have come to the..."
(this is when you talk to him after joining the maelstrom, i haven't tested with storm)

While "you have come" is more typical in the language we use, the former is not technically incorrect. "You are come" is a more archaic way to express the present perfect tense of the verb come. To me it fits fairly well in context of the game and the game's feel. German and English are similar grammatically in this regard, for in German you would say in the present perfect "Ich bin gekommen" which literally translates to "I am come".
