They were initially interested in doing exactly this, but it turned out to be a larger problem than they were expecting and haven't been able to implement it. No word on if this idea is still being worked on, if it's been moved to the backburner, or if it's been abandoned.
They really should. Larger apartments would satisfy a lot of people and go a long way to dealing with the housing shortage issue.
It'd satisfy me, at least, if an apartment could be the same size and layout of a medium or even large size home. I don't see the need for restrictions when it comes to this sort of thing as many people have more gil than they know what to do with. Plus, I think everyone that pays to play this game deserves to have some sort of progression when it comes to housing. A lot of the appeal to housing plots is in the yard and visibility, so they will always been desirable anyway.
I'm currently in the process of dismantling my two medium houses so they can auto-demolish, since I can't subscribe to the game forever. I'd love to put it all back together in an apartment one day, so I'm holding out hope that this eventually happens. In the meantime I'll just be holding onto hundreds of items in storage. :p
Hadn't heard anything about them running into problems but then last I heard it was only an idea they were considering, not something they were actively working on.
It shouldn't have been that difficult to implement unless their plan was to design completely new interiors that included a balcony and weather effects instead of just adapting the existing house interiors.
Part of me hopes that the reason it hasn't happened is because they decided to put all effort toward a real solution for plot availability instead of half measures that still aren't what players really want.
