Those are materials from restoration early phase, you can't gather them anymore. You have to do current phase of Restoration recipe (phase3 iirc).
Old recipe still there for ppl who still have old materials for farming scrip purpose. I'm not sure if they still give same scrip tho.

Make certain you're looking at Ishgard Restoration (3) recipes. Those are the current ones that you should be using to level.
The phase 1 and 2 materials (except Artisanal/Umbral) have been removed from nodes plus the scrip rewards for turning in reduced. The older recipes were left in the game for those who might still have a supply of those materials left and would like to use them.
