Goto Start > All Programs > Square Enix > Final Fantasy XIV > Final Fantasy XIV Config.
Near the bottom of the window that pops up is a button for gamepad activation.
Btw, if you are trying to use a wireless 360 controller u cant do it with the charge cable, u need this...
