I’ve heard that there’s challenges you can do for a lot of MGP but when I talk to the registrar all I see are the training course and the duty finder ones. My chocobo is rank 28 does it have to be higher or something?

Challenges are based on rating, not rank. You need a rating of at least 41 to do the first challenge (and 61 for the second, 81 for the third, etc.) At rank 28 on your first chocobo your rating may just not be high enough.
