World Transfer Restrictions

First post, sorry if it's under the wrong category.

I plan to do some Data Center Transfers in the future. I understand if you make transfers to a new/congested/preferred world you will be locked in and cannot transfer for 90 days. I'm not quite sure how this applies exactly for Data Centers or how I can tell if I will be free from the restriction during transfer.

If for example I were to transfer to Behemoth and it was a world that would give me the 90-day restriction would I be alright to find a different World under the Primal Data Center and save myself from the restriction if it met the criteria?

Any insight would be helpful. Thanks.
