It didn't. Gravity was originally AST's version of Holy (since it's original kit sans cards was cribbed directly from WHM). At one point in Heavensward, they had the same base potency but the main difference (apart from the obvious ranged target vs point blank range) was that Gravity had a lower cast time (Holy used to be a 3s cast) and Holy had the stun. Both have undergone a few changes since then.
Basically the perk Gravity seems to bring nowadays is for the healer to cast in a distance, because both Holy and Art of War got to be in melee.
Which is a rather useless perk to begin with. It really doesn't matter whether you stand between the dungeon trash or at a distance to it, it has the same potency as holy but no stun, making it simply worse.
So yes, Gravity never had a slow effect but it really should.
Do you mean a Heavy effect? That's what the original, RDM only spell, in FFXI had. In fact, that was its only feature. "Weighs the target down." Reducing movement speed by 26%. I suppose a slow effect would make a little sense too, but they'd probably consider it too powerful or it'd get in the way of Arm's Length being useful etc. Also SCH's missing Shadowflare would cry foul.
AST used to have a spell called Stella that was single target, very pretty and deadly looking, that dealt low damage and inflicted 20% Heavy.
It'd be nice if we could get some more debuffs in XIV in general. They were the main component to damage mitigation in FFXI for a long time haha.
May as well give Art of War a blind too, with its dark shadowy animation.
