Dumb question regarding upgrading Resistance weapons

When you upgrade a Resistance weapon, does it increase it's stats, or is it just a cosmetic change with the glowy effects?

The first upgrade will increase the item level from 485 to 500

The second upgrade will add the glowy effect :)

Relic weapons are a really easy and quick way to get a 500 item level weapon :)
