Community finder search

Using the search option for tags on the Community Finder has several things not working the way they should, which given the purpose of the Community Finder is a pretty big deal:

1. It is too strict with respect to case. Case should be completely ignored when searching. Examples:
- searching for 'pg' does not bring up 'PG' or 'Pg' entries.
- searching for 'LGBT' does not bring up 'lgbt' entries and vice versa.
- searching for 'rp' does not bring up 'RP' entries and vice versa.

2. It does not allow for partial matches within a word. Partial matches within a word should be allowed. Examples:
- searching for 'PG' does not bring up 'PG-13' or 'PG13' entries.
- searching for 'LGBT' does not bring up 'LGBTQI+' or 'LGBT-friendly' entries.

3. Just to make it explicit that it also needs to work, both of those above entries in combination do not work. Examples:
- searching for 'pg' also does not bring up 'PG-13' or any other combination of differing case and partial matches.
- searching for 'LGBT' also does not bring up 'Lgbt-friendly' or any other combination of differing case and partial matches.

Using the 'keyword' search has these things, but is not the first search option in the interface and doesn't allow for limiting the search to only the tags.

Edit: Uh, was some of this stealth fixed in the last hour? Partial matches are working now, but the case matching is still strict.
