Confused with Ish Restoration.

I notice that the turn in bar moves along on my server and then the last part just sits there for many hours without really advancing much. All of a sudden the fate timer starts and it seems to always be around a certain time on server. Are people sandbagging until a certain server time to mass turn in items and trigger the Fate?

Might be a group cordinating. Could be that people just don't play as much in the middle of the night.

Yes, coordinating hehe. middle of the night for some is not middle of the night for many others. Thanks for your input, not sure but I think I already know the answer to the question I am seeking :)
