I've got "to thaw a frozen heart" and gotten the achievement from it.
I've done the three follow up sidequests.
I've gotten the mount.
Lodestone says:

Francel
Old Gridania
X: 13.7 Y: 9.1
I'm standing here. For all my sanity and lack of enough coffee in the world, I don't see Francel. I don't see a quest logo.
What didn't I do?
My understanding is that the quests open up once the reconstruction phase is complete.
Ah, that makes sense. Impossible quest, listed in with the others as if we could get it today, had me worried.
Found this in the 5.31 patch notes:
The error seems to be in the quest names being visible in the database when they're trying to keep it secret in the patch notes.Quote:

Once all reconstruction works included in Patch 5.31 have been completed, speak with Augebert in the Firmament (X:11.4 Y:14.1) to unlock these quests.
(Also, next stop: "A Parley with Pirates"? I hope we're getting something interesting with a certain pirate who is certainly not a missing Ishgardian noble... not that he and Francel would actually know one another, being too far apart in age, but still.)
