If I currently own a FC with a FC house, and if I upgraded and bought another house/plot, Would all my FC members' rooms transfer over also? What would actually happen with the rooms and plans made in the FC Workshop?

If you relocate your fc house to another plot location all fc rooms and workshop progress is automatically transferred. Nothing about them is changed.
I can't recall if indoor furnishings in the main fc house go into storage, but I do recall that garden furnishings do except for the aetheryte and the chocobo stable. So make sure your storage for the furnishings has enough space to fit all your active furniture so you can relocate your plot.
All the above is only true for relocation. If you demolish your fc plot and then buy another everything is reset, because that would mean for a period of time you have no fc house.
