C++ Runtime error - yet again.

Hello,

I've recently built a new PC and wanted to do the simple act of reinstalling FFXIV using the launcher located at https://www.finalfantasyxiv.com/playersdownload/na/ - this failed with the widely known "Microsoft Visual C++ Runtime Library" error (Runtime Error! /Tempinstaller.exe - abnormal program termination).

Now I have all Windows updates installed, allowed the installed through the firewall, installed all abstract C++ software onto my PC as was suggested over the past ten years and I've run the benchmark (for fun at this point, just to prove that the game can run (it can 18k score).

As such, I am requesting some definitive troubleshooting steps here. Also the TCP thing can't be it because I am playing from the exact same network as my previous PC, no changes in the settings whatsoever.

Update 1: Setup a new Windows profile with one marked difference: opt to not save data to OneDrive. Once this was done, the installer launched without the C++ pop up. The launcher may need to be updated in order play nice with OneDrive if a user opts to use this feature. I have not found any way to turn the option off in my other profile in order to verify this "fix".
