Whenever you see Nanamo dressed for her Sultana duties, she is wearing a distinctive dress which gives her an odd body shape. What is this item called and why is it so bulky?
It's a weird jumpsuit/romper thing, which I can only presume was made that way game-wise because it was easier to animate in Crystal Tools (Nanamo first appeared in 1.0 after all) than something else (this is also at odds with this old piece of artwork showing the Syndicate and Nanamo is apparently wearing a fancy pink dress instead, so I don't know). Who knows how SE thinks? ;)
Either way, it's not actual 'gear' available in the game but is specifically part of her character model, and so it's unique.
Nanamo is wearing entirely custom gear.
As far as I know her equipment doesn't have an official name.

It looks like some kind of crinoline, but given the game's lack of clothing physics, it might just be bulky pants that simply don't move like cloth.
Oh, I am not asking for name of the in game gear. I'm asking what the name of clothing is. It's so odd looking and specific that I suspect it has some real world inspiration.
I'm thinking you are on the right track. The shape of Nanamo's model definitely looks like there is something underneath supporting the bottom part of her dress. I think if she was wearing a one piece jumpsuit with baggy pants we'd see at least some movement in spite of there being no true clothing physics.
Amusingly, my head cannon thinks Nanomo requested her robe have bolsters sewn inside so she always has something comfortable to sit upon.
