New Gathering HQ gear does not appear to be able to spirit bond since patch

The new high quality gathering gear the Aesthete's gear does not appear to be able to spirit bond at all. My wife switch the previous expansion's gear, used the same over-melding to max it out, used a high quality spirit bonding potion and a squadron manual and tested it in the Didadem and in Shadowbringers areas. The spirit bond of all the new stuff stayed at 1. She did not purchase the new tools and her old ones created materia just as quickly as before.
