Voiceovers not working

I've played through the entirety of ARR and not once have I heard any voiceovers. I've checked multiple times that they are in fact toggled on (I've turned them off and back on) and I've tried to fool around with my sound settings in Windows, but I can't find anything that seems to be able to solve this issue. I've been using The Ultimate Weapon Cutscene #3 to test voices, and nothing I do seems to fix the issue. I've tried using different output devices, but that doesn't solve the problem, either.

I've also tried searching this problem online, but no solutions seem to be working. I even uninstalled and reinstalled the game. Please help :(

Does the lack of voice overs occur when headphones are being used? Could you try updating the audio drivers?

Yes, I don't have any regular speakers for my computer so I have to use headphones. I double checked, and my drivers are up to date for them.

Is there program running in the background? Have you tried disabling any overlays and running the game by itself? Additionally could you try doing a clean boot? You can try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

Are you using headphones that are surround sound/emulate surround sound? The voices come out the centre channel so you may need to adjust your settings so that is heard or mixed in with the other channels.
