This One's for the Lovers BUG, can't interact with Nervy Nipper NPC

and here in the forum, is a KNOW ISSUE that you can't target Nervy Nipper NPC for this quest, yet in the lates hotfix update nothing was solved, also the last commentary on the know issue post, only says that the NPC can be targeted using a mouse, yet this doesn't allow me to interact with it to finish the quest, "Unable to execute action from this location" error happens
