There are a ton of chest pieces like this in the game. However, I can't find this color palette in particular. All the dyeable versions don't come close, and was hoping to glamour this on my PLD to retain its color theme.
Looks like it might be another case of NPC envy.

I'm pretty sure that was old dated 1.0 gear, as old images on the old (now defunct) 1.0 Lodestone showed player characters dressed in that same tabard, so if it is dated gear, it's now unattainable sadly ('dated' gear was 1.0 gear that existed in 1.0 prior to a patch that changed how gear was listed and textured in perperation for ARR and the gear dyeing system, thus dated gear has colours that you simply cannot attain now sadly.) :(
I know that's the Qarn Chainmail, at least, but I couldn't tell you the color scheme. Garland Tools might be able to help you out on that.
