Expert Delivery Needs To Be Sooner

So now low level dungeons give out way more, and better gear, we need to take a look at Grand Companies and Expert Delivery.

Currently, you need to get 5 rank-ups with the Grand Company until you can do Expert Delivery, and on this newest alt I have, I have more than 20 pieces of gear just from doing a few dungeons piling up, and to even get these rank ups, I had to do lots of supply/provisioning missions to trigger the challenge logs, otherwise getting that stinking many seals is nearly impossible.

It would feel a lot better if Expert Delivery was unlocked at say, the 2nd or 3rd rank rather than the 5th.
