Unable to unlock ext Seat of Sac

Hi all,

I've done the MSQ version of this and all of MSQ and have 470 ilvl. I've also unlocked everything else from the Minstrel but not this; am puzzled and have I done something wrong...?

any guidance much appreciated..

I derped as well: You need to talk to the Wandering Ministrel from the Crystarium, not anywhere else (I went to Kugane by habit and he had no quest)
