Lvl 70 weapon coffer as a reward in lvl 50 quest

Quest: It's Possibly a Primal (accepted after patch 5.3)
Quest reward: buffalo minion and lvl 70 weapon coffer (plus optional stuff).

Pretty sure it should be a lvl 50 coffer for a lvl 50 quest.

I’m confused

It contains an "item level 70" weapon. Just like how the rings you get from the quest are item level 70.
