If this is a new PC, you may want to try updating Windows. There are a few optional updates that probably won't be installed without manually updating.
You can also try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

i just formatted and had the latest version plus i did update everything unless there is some i miss and don't know which one. I checked and installed all the libraries. I can install the client only if i create a new user to my windows

Could you provide a DXDIAG report? Please follow the instructions below:
1. From your Windows desktop, please type "DXDIAG" in the search text field in your toolbar.
2. Click on "DXDIAG" under 'Best Results' to run the command.
3. In the DXDIAG window, click "Save All INformation..." and save it to a .txt file.
4. Please copy and paste the contents of that file into your post.
