Newbie Qs: low level pvp? importance of cc and interrupts?

This is my second time trying out FF14 and I'm actually actively playing a level 20-ish thaumaturge but the forums won't let me post with that char selected. I'm used to pvp from World of Warcraft and Guild Wars 2 and I know I will be eventually want to do that in FF14.

At what level can I start doing instance pvp?

Does FF14 have any type of scaling to even the playing field between 2 opponents of very different levels or should I not bother until I'm 80 because even at low level I would get matched against much higher level characters?

In both WoW and GW2 pvp defensives, escape/closure movement abilities, interrupts, crowd control (stuns, slows, knockbacks etc...) and boon/buff stripping were all really important and it seems some classes have that toolkit, but magic rdps (which I'm actively playing) don't have much of a pvp-toolkit beyond **MOAR DAMAGE** and a couple of generic defensives. Damage is great if I can free cast but will it be enough once I get targeted?

Seems like melee and physical rdps have a significant advantage over magic rdps in pvp.

Everyone scaled to the same stats per role.
CC matters, but the only melee with some is Ninja.
MDPS is currently disgusting this patch.
