I can't find the weathered shepherds tunic and slops at any calamity salvager.

Steps:
1. Finish either quest that awards the gear.
2. Go to any calamity salvager, can not find it under quest reward gear.
System: PS4 (original)
I'm not sure if it's supposed to be at the salvager, but it's tradeable and should be on the marketboard if you check there.
As far as I can tell this is not gear that you can rebuy from the calamity salvager.
I'm pretty sure you can only get it from the quests

This is one of those pieces where if you get rid of it you're just sunk.
