No I'm afraid not. You can only enter a code while you're on the free 30 days (specifically before you add game time).
You also can't generate a code while you're in the free game time so basically even if two people were completely new, it's not possible for them to recruit each other.
Me and a friend started at roughly the same time(give or take a weekend). He recruited me, i recruited him. Yes it is possible unless something has changed. It must be done during the free 30 days - possibly before credit info is given. So if you started playing too long ago, it might be too late.
