Scholar Quest

I am trying to find the scholar quest. The info for ffxiv says to ask Murie at the ACN guild but there is nothing there. The character they showed me is not even the same as the one in the game.

Arcanist Quests: Sinking Doesmaga
Limsa Lominsa

Do you fill all these requirements?

All but the sinking doesmaga i believe. What/Where is that

Which is the SCH soul stone / Adloquium spell unlock quest

Completing Sinking Doesmaga also unlocks the Summoner soul stone / Summon III line:

Shorter answer: It's part of your Arcanist class quests. You need to finish your class questline to 30 to upgrade it to a job.
