World Transfer

Good Evening. I am trying to transfer an alt character to a new server on the NA Data Center. When I check my character I get this message "Your destination Home World or its corresponding Data Center may currently be full. Or the character data could not be acquired as the character selection screen in the destination Home World has not been accessed before. Please access the character selection screen in the destination Home World and try again" Does that mean the world is too congested and I have to try to do it later

I was able to get information about this particular situation. I would have to wait since there is congestion due to the number of players playing atm.
