I went to the Gladiator's Guild but the quest giver doesn't have a quest to give and I am a level 65 Paladin. Do I need to progress further into Stormblood?

Have you done the previous SB Job quests from the level 60 one? SB story progression shouldn't be intefering with this quest as it takes place exclusively in Ul'dah. Does Mylla have the quest listed but with a red locked symbol? If so click on the quest and it should tell you why the quest is currently locked.
Are you also trying to access it while as another class or Job? Job quests require you to be that actual Job at the required level in order to gain the quest (or, make sure you have the Job crystal equipped and are not just trying to access that quest as a GLA).
If she doesn't have the quest available at all despite being a level 65 PLD that means you either already have the quest active and have to speak to someone else to continue it, or you haven't done the previous quests in the quest line. Open your journal and see under current quests if you have the quest 'In Nald's Name' active. If it is, you already have the quest, and it will tell you who to go to next.
something that happens after you start getting into hw is the actual questgiver may be in another area related to the previous quest, like if your last quest had you in falcons nest, instead of going to uldah for next quest you go to falcons nest, also there ARE a few job quests in hw that are locked behind story progression, like anything involving anyx trine or a map you havent gotten to yet

Thanks for the replies everyone. I figured out the problem and found the questgiver on my map. I hadn't done the previous few Paladin quests.
