Controller Ghosting been an issue for years

So awhile ago I noticed a bug where my controller would stop functioning for a couple of seconds, sending my character in a random direction at anytime or prevents me from doing an action. This has been going on for about 2 years thinking it was a possible PC issue. Just built a new PC and the controller ghosting issue is still going on.
