I never noticed this before but when i just made this new character with blonde hair it really stands out (The white "outlines/strands" in my hair) even with some of my other charcters but i normaly do white hair so i never really saw it. https://i.imgur.com/BRzUkfg.png
I have noticed its most visible in the day of Limsa
If you are seeing this across characters it might be a graphics card or something. Does it happen when you first start the game?
Try switching transparent lighting quality to high if its on a low setting, though might be a gpu issue.
