"Nuts to You' quest to unlock Clan Nutsy (ShB) hunts not showing up

Hello all, as the title states, I've been unable to make the "Nuts to You" quest show up despite meeting all the below:

• Completed "Elite and Dangerous"
• Completed "Travelers of Norvandt"
• Unlocked ARR hunt boards and all levels of StB hunt boards

The first two are the only listed requirements, but I've been trying a few things. I've also tried to switch back to my GC that I initially unlocked hunts on in case that was an issue.

I'm aware the questgiver is in the Crystarium @(12.1, 15.0), but the NPC simply is not there. Nor is any quest marker for it.

I'm wondering if any has had a similar issue and knows of some "hidden" unlock requirement or extra step needed? Thank you in advance.

You didn't mention HW hunt boards, so unlock those if you haven't yet?
